Welcome to the Foster and Kinship Care Education Program at Los Angeles City College!
Our Mission:
To provide continuous support to Foster and Kinship Caregivers through our educational classes and workshops.
What We Do:
We offer continuous support for our Resource Parents through several workshops and classes in areas such as:
- Parenting Skills (Child Development, Behavior Management, Grief & Loss, Cultural Diversity, Self-Esteem, Safety Issues, CPR & First Aid)
- Permanency Planning (Reunification, Emancipation, Guardianship, Adoption, Working with Birth Parents, Visitations)
- Working with the System (Roles, Responsibilities, and Rights of Resource Parents; Accessing Community Resources)
- Specialized Areas (Prevention of Teen Pregnancy, Prenatal Drug & Alcohol Exposure, Child Abuse, Physical Disabilities, Learning Disabilities, Substance Abuse Issues, Attachment Issues, etc).
In addition, we offer the following Pre-Service Certification Trainings:
- D Rate: This training is offered for caregivers that take care of children with severe and persistent emotional and/or behavioral challenges.
- F Rate: This training is offered for parents that take care of medically fragile children.
- W Rate: Training for parents that take care of a teen parent and their non-dependent children.
The PS-MAPP (Permanence & Safety: Model Approach to Partnerships in Parenting) is a 33 hour training offered to individuals that want to become Foster or Adoptive Parents with Los Angeles County.
If you want to become a Resource Parent (Foster / Adoptive) you must register and attend an orientation where you will receive information on how to register for the PS-MAPP training. To register for an orientation please call 1-888-811-1121.
Renewal Hours for Los Angeles County Resource Parents:
Every year, as a Resource Parent you need to comply with a minimum amount of hours based on the rate that you have:
B Rate (Basic Rate) 12 Hours
D Rate 18 Hours
F Rate 16 Hours
W Rate 4 Hours
You can receive renewal hours by attending any of our classes except the Pre-Service Certification Trainings. These particular trainings are offered to people that have not taken the D, F, or W Rate before and need to receive certification for the first time.

Weekly Bilingual (English/Spanish) Kinship Support Group:
Discuss issues specific to relative caregivers (grandparents, uncles, aunts, older siblings, etc.) such as dealing with birth parents and family dynamics, as well as other issues regarding the care of your relative child. Learn about networks, support and resources for relative caregivers.
